New areas to oil drilling

First he gets the prices to skyrocket (1 gallon was $1.45 when he got into office), then he ignores every attempt to conserve, and now he pretends he is the savior by suggesting crap like this:

"WASHINGTON (Reuters) - President George W. Bush Congress on Friday to act before its August break to open new areas for oil exploration in the United States to help ease record high oil prices.
...
The president also advocated opening up the Arctic National Wildlife Refuge (ANWR) in Alaska to drilling, as well as promoting the exploitation of oil shale in the U.S. West.
..."

The complete news can be found here.

We should also be aware of the National Petroleum Reserve which is an area of land in the Alaska North Slope owned by the United States Federal Government. It lies to the west of the ANWR. Under the provisions of the 1976 Act, oil development in the area was prohibited except by act of the US Congress. However, the Petroleum Reserve was opened to oil company leasing and development in 1980 as a result of a so-called "rider" (an attachment to a government Appropriations bill) attached by Senator Ted Stevens, a Republican. Through this back door, the Reserve was opened and a further provision stated that 50 percent of the royalties from any oil extracted from the reserve would go only to the State of Alaska (despite the fact that the Reserve is federal land).

Allegedly.
