I wish this was an April Fool's Day joke, but it is not, just play the video.
The most impressive things are two: the first one is that this was said by the U.S. Representative Hank Johnson, D-Georgia, a few days ago in a hearing; the second one is that the Admiral Robert F. Willard did not laugh at him, he deserves his rank just for not reacting. This is all over the Internet, just search for "guam tip over" or "hank johnson guam".
